One thing might be to acknowledge that the vast majority of the teens in the village are not scum - I've worked with many of them; secondly, why not try working with and for them, rather than assuming that they're always 'against'; thirdly, the parents are often as much to blame for their children's misbehaviour as the children are; fourthly, and last, treat them as humans. If we are going to call them 'scum', they'll behave as scum.
I'm not denying that there are some who are thoughtless, stupid, arrogant and /or obnoxious. There will always be some of these in any society, but the more that we, as adults, abuse and misrepresent the sensible ones, the more we'll drive them into the hands of the stoopid ones!
